Can linerboard by 100% post consumer recycled paper?

MEMBER: I have a question for you. Pratt is claiming their linerboard is 100% post consumer recycled paper. While I agree that it is 100% recycled, I have a hard time believing they can make the claim of it being 100% post consumer.
What do you know about this? They are telling customers that their linerboard is
the only linerboard that meets Wal-Mart sustainability requirements. When I called my contacts at W-M, they started laughing at that. But this is what I am talking about when I say I fear that distortions and false information are going to become a problem for our industry when it comes to sustainability.
RALPH YOUNG: I did check with one of my network associates. He responded that the Conyers mill is using about 50-60% MOW. The rest is OCC. Staten Island uses approximately 60-65% MOW. Richard Pratt wants them to use more MOW and less OCC, but they have not been able to find enough MOW to get to the 70% number they are looking for. If MOW and OCC are considered post consumer than they are meeting their claim.
