Can linerboard by 100% post consumer recycled paper?

 
MEMBER: I have a question for you. Pratt is claiming their linerboard is 100% post consumer recycled paper. While I agree that it is 100% recycled, I have a hard time believing they can make the claim of it being 100% post consumer.
What do you know about this? They are telling customers that their linerboard is
